Best way to go about this?

So my younger brother just recieved a BMW e90 325xi that was sold as-is with a deep looking scratch at the rear wheel well. The scratch has a very small dent associated with it that’s hard to see in the pics. Looks like bare metal to me? We’re concerned with rust, since we live in the Midwest road salt belt. What’s the best way to go about repairing this? Is it DIY friendly?
